That is Myke Hideous, who frequently appears on papi's program. I don't think he is a guest because papi always says they have no guests when he is on, but I am not sure if he is a cohost, either. Something in-between, maybe?
He used to be in a band called the Misfits (which, as an actual misfit, I appreciate greatly) and later The Empire Hideous, and I actually spoke to him! He is probably the most famous person I have ever spoken to on the phone. He said I seemed like a Very Nice Man and we bonded over man-purses.

Bah that is just a little subtle contouring. I zoomed in real close and you can see them in there. Look at the picture with the bird. He is still one lean hot piece of man-meat!
